Chelsey L. Simms II; is the Pastor and Founder of Fresh Wind Breakthrough Ministries. Born on the south side of Chicago at the University of Chicago Hospital to Elder Chelsey Simms Sr. & Victoria Clark; he is the middle son of 4 other siblings; Diante' & Maurice (Will)  Simms and Nicole and Christina Simms.  He has a host of nieces and nephews an extended family from Melvin Jackson Sr.; his best-friend and brother; that he acquired during serving his time in the armed forces.  A former Veteran of the United States Navy; he graduated from Northwest School of Arts in 1999 from North Carolina where he now resides. ​

He is a graduate of ITT Technical Institute with a degree in Electronic Engineering.  Chelsey grew up on the streets of Chicago before later joining the armed forces to structure and be a better man.  After serving his time in the armed forces; he later met and married; Victoria D. Simms on November 23, 2007; with this union they have two sons; Dontrel L. Simms (12 years old) and Chelsey L. Simms, III (4 years old).

He is a minister of music; a father, brother, son, husband and best friend to those that needs a listening ear; he carries his "SMILE" his god given weapon as an armor of faith.

To really understand who Chelsey is; he carries the meaning of an Old English term "seaport".  Pastor Simms; has ported many seas through the navy and others within his life.  He brings light and joy to anyone that meets him.  He makes it his business to make sure he refills the "ships" of people who come into his life with the motivation, direction, and encouragement that moves them to their next "port" or to have a place with G*d in their lives. Wanting nothing more than the people of G*d to return to G*d and enjoy a life of abundance.​

Pastor Simms carefully balances family and ministry; with his many business endeavors including music production, acting, composing music, author of motivational books, dancing, and singing.  Always busy; yet, staying ready to lend his unique brand of "Heavenly" truth.  Pastor Chelsey Simms is truly a treasure in an earthen vessel.  His favorite scripture; Isaiah 61:1-3​

"The Spirit of the Lord G*d is upon me; because the Lord hath appointed me to preach good tidings unto the meek; he hath sent me to bind up the brokenhearted, to proclaim liberty to the captives, and the opening of the prison to them that are bound; (2) To proclaim the acceptable year of the lord, and the day of vengeance of our G*d; to comfort all that mourn; (3) To appoint unto them that mourn in Zion, to give unto them beauty for ashes, the oil of joy for mourning, the garment of praise for the spirit of heaviness; that they might be called trees of righteousness, the planting of  the "Lord", that he might be glorified."​
